FODEO focuses on maximizing the self-sufficiency of energy at local district level by facilitating residents in organizing, financing, technically realizing and operating a local energy infrastructure. This leads to a new local market for trading locally generated solar energy, creating a greater willingness for individuals to invest. This can also lead to a more optimal use of sustainably generated energy and savings on expenditure in the energy network.

The sub-goals are:

  • contribute to creating support among households in existing buildings
  • contribute to making renewable sources and energy storage available in the market.
  • contribute to the implementation of future legislation and regulations to support new trading mechanisms.
  • join the USEF Framework and the GOPACS initiative.

Netting is an thread for innovation, but very comfortable for consumers. Innovations as investigated in FODEO will not take off when netting is maintained. Below an overview is given with pro’s and con’s.

Consequences in case continuing netting (Dutch: Salderen)

Consumers (residents)Providers PV systems, incl batteries
Gives consumers certainty about payback time. Now approx. 7 years.Netting is limiting innovation.
Gives assurance to suppliers that a certain product will continue to be soldNetting restricts the use of electricity grids.
Gives a level playing field and also a laziness in the market, turnover is made (but not innovated).Netting puts stakeholders on hold.

Consequences of abolishing netting

Consumers (residents)Providers PV systems, incl batteries
Gives consumers uncertainty about payback time. Additional investment in batteries necessary.Netting is fostering innovation.
Gives umassurance to suppliers  Innovation restricts the use of electricity grids.
Need for suppliers to innovate to create new business. But for some niche applications no innovation will be caried out.Stakeholders will cooperate to develop new products and services.
